For å sikre at vi gjør avbrytelse av behandling riktig stopper denne endringen muligheten for å "implisitt" avbryte behandlinger når man oppretter en ny førstegangsbehandling eller revurdering.
Begrenser også tilgangen på lagreStatus(id, status, tidspunkt) til å være intern i behandlingDao, slik at vi kan kaste feil hvis man prøver å avbryte på andre måter enn avbrytBehandling i behandlingDao (for å gjøre det lettere å følge flyten).
Sending av de manglende meldingene kommer i en annen PR.
